Federal BOP Release Scope
The Federal Bureau of Prisons operates a national prison system for sentenced federal prisoners. It does not become the record owner for an ordinary Harper County booking or a Kansas Department of Corrections sentence. Serious conduct alone does not make a case federal. The charging court, commitment authority, and receiving agency determine which system holds the record.
No BOP prison was identified in Harper County. That negative fact changes the search method. Looking for a nearby federal facility will miss people who were designated to institutions across the country. Search the person in the BOP locator, then compare the federal register number and biographical fields. If the Harper County Jail record says the person left for federal authorities, request the destination and agency name. A transfer out of county custody is not proof of return to the community.

Confirm Federal BOP Releases
The official BOP inmate locator covers federal inmate records from 1982 forward. Search with an identifying number when possible. The interface accepts a BOP register number and other offered agency numbers, including DCDC, FBI, or INS identifiers. A name search can be refined with age, race, and sex fields. Compare every available identifier rather than choosing the first similar name.

The result belongs to federal BOP custody and should be paired with the Harper County transfer record or federal court case when the local connection matters.
- Collect the full legal name, spelling variants, birth details, and any federal register or agency number.
- Search the BOP locator by number first. Use the exact-name route if no number is known.

PACER can identify the sentencing court and filed orders, but it is not a live prison movement tracker. Use the BOP record for the federal custody event.
Federal BOP Release Statuses
BOP's status definitions prevent several common mistakes. “RELEASED” means the person is no longer in BOP custody. A past release date with no current facility also records the BOP event. It does not prove that every government authority ended, and it does not erase a term of federal supervised release.
“IN TRANSIT” means movement within the federal custody process. It is not a release. A future date is projected and can change. “UNKNOWN” means the release term has not been determined for the locator display. A named institution shows continuing federal prison custody. “Not in BOP custody” is broader language that must be read with the locator explanation and docket. It can point away from BOP without identifying whether the person is free, held elsewhere, or was never in BOP's covered population.

The BOP locator record definitions should control the interpretation. Copy the exact field rather than shortening each result to “out” or “still in.” A person released from BOP may be in state or immigration custody, under federal supervision, or later held in a new case.
Harper County Federal Transfers
Harper County's official sources do not identify the county jail as a dedicated BOP or U.S. Marshals facility. Federal agencies can still use local detention in a case-specific way. A person may be held locally for a federal court appearance or until pickup. The Harper County booking record should show the final disposition and destination if those fields are retained and releasable.
Call the Harper County Sheriff's Office at 620-842-5135 to distinguish community release from agency transfer. For a written record, the Harper County KORA channel accepts requests through the county custodian. Ask for the booking and release transaction, actual date and time, release code, releasing authority, and named destination agency. Harper County cannot certify a later BOP release, and BOP cannot certify the Sheriff's local timestamp.
The Harper County District Court covers state cases, not the federal prosecution. Still, its docket can explain why a local booking ended when a state charge, warrant, or transfer order was involved. A federal prosecution belongs in the relevant United States District Court docket. The records should be kept as a sequence: county admission, county transfer, federal detention or sentence, BOP movement, BOP release, and any later supervision.
Federal BOP Historical Release Records
The public BOP locator begins with records from 1982. For federal incarceration before that coverage point, the National Archives is the proper historical route. Supply the full name, date and place of birth when known, race, and an approximate confinement period. A federal court case number, institution name, or register number can help narrow the request.
A no-result for an older person should not be treated as proof that no federal imprisonment occurred. The record may fall before locator coverage, use a different spelling, or belong to another federal authority. Check the federal docket and archival holdings. Historical records also need care because a release from a federal prison decades ago says nothing about present status.
For a modern record that needs more detail than the locator provides, use the BOP FOIA and Privacy Act process. The agency can require identity proof, authorization, and the DOJ-361 certification form for protected material. Ask for existing records and define the person, institution, and date range. Do not ask BOP to create a new narrative from separate systems.

Contact the agency that owns each piece. Harper County records the local jail exit. The federal court owns its filed orders and judgment. BOP owns its prison locator and federal incarceration records. A probation office may own current federal supervision information that is not presented as a BOP custody status. Keeping those roles distinct reduces contradictory answers.
Federal BOP Release Follow-Up
A BOP release date answers when federal prison custody ended. The judgment can impose supervised release after imprisonment. That court-supervised term is not BOP incarceration and can continue after the locator says Released. Older federal parole cases can follow another structure. A violation proceeding or new arrest can also create a later custody event that the old release date does not describe.
Use PACER to locate the original judgment and later docket entries. A release order, revocation matter, amended judgment, or supervision filing can explain the legal path. Do not infer the conditions or end date from the prison term alone. If immigration custody is possible after BOP, check the ICE locator and agency route. If Kansas custody follows, use the correct Kansas jail or KDOC record.
